Whilst the majority of emergencies in the UK are dealt with at a local level by the emergency services, local authorities and local resilience partners without the need for direct involvement by central government. However, there will be occasions where additional assistance may be required from or provided to other authorities and such measures are contained within the NFCC National Coordination and Advisory Framework (NCAF). National Resilience enable the deployment of specialist Fire and Rescue Service (FRS) resources to significant, serious and catastrophic incidents around the country.

The Home Office devolve the coordination and management of National Resilience to a Fire and Rescue Lead Authority Model. Merseyside Fire & Rescue Service, on behalf of the Home Office, assume sector responsibility for Fire and Rescue Services National Resilience.

National Resilience provide operational support to the National Coordination Advisory Framework (NCAF) arrangements and provide Strategic and Tactical Advice on the National Resilience capability, and provide support to the Chair of the National Fire Chief’s Council.

National Resilience provide assurance to the Home Office that the National Resilience capability provided by the New Dimension programme is being properly maintained and is readily deployable.

National Resilience capabilities enable UK fire and rescue authorities to better deal with large-scale emergencies by ensuring that they have in place the equipment and trained personnel to respond to a range of threats.
